Question about "liste di leva"

Ciao a tutti,
When someone´s name appears on the "liste de leva" - usually about 20 years after the date of birth - does it mean that the person HAD to be present, at the moment of the registry in the "leva"?
I ask this because:
- I have a few examples, of men, who had emigrated as children - and their names still appear on the "listi de leva", supposedly when they are already living abroad : it means that they in fact went back to italy at the moment of the leva? or the official added their names without they being present?
- A more extreme example - in one case, a boy, born in 1872, died as an infant in 1878. Still, the name appears on the liste di leva in 1892!
