Looking for my AVO birthday and advices

Hi everyone, my name is Ariel and I’m looking for my great grandfather’s birth certificate. His name was Nicolas/Nicolo Carlini and he was born on May 9 of 1881 in Genova, Italy.
Documents in Argentina (children’s birth/marriage certificates) say he was effectively born in Genova, Italy. There aren't any details about any particular comune and my family agreed with just Genova. However, I can’t find any records about it. I have searched in familysarch and antenati with many combinations and also I have looked at the specific date’s page of antenati, page by page and I had no luck.
His parents were Bartolomeo (changed to Bartolomé) Carlini and Rosa Lavagetto. Nicolo arrived in Argentina with his family in 1889. Sad history, most of his siblings died young during the countryside’s life.
Well, I can’t find anything online...
- If I don’t find the record in the antenati page’s that means there is none?
- Are all the records in Genova digilized? So, do I have a chance if I ask for it directly on Genova's comune? (Well, I did by email but I heard that not always are answered)
- His name “Nicolo” Carlini appeared in the shipwreck to Argentina. So I think that must be 100% right.
