Carlo Bertone - certificato di nascita

I'm looking for information about Carlo Bertone, born in Piemonte but I'm not sure which commune. Carlo died in 1892 in Paysandú (Uruguay) at the age of 45, therefore he must have been born in 1847. His parents were Francisco Bertone and Maria Franco, who never left Italy.
Carlo Bertone married Paula Penna in Colón (Argentina) in 1878 and lived in Paysandú (Uruguay) where he had eight children.

A few days ago, I found Carlo Bertone in the Turin military list of 1975 with the registration number 2983bis, but I'm not completely sure that he is the same person.

I'd like to access his birth certificate. I searched several portals but I have not found that information. Could you help me?

Se é nato nel 1847 é improbabile che abbia svolto il servizio militare nel 1875 a 28 anni.
Magari facci vedere questa lista.

Non avendo alcun Comune di riferimento ma solo la Regione, devi procedere per tentativi.
I Comuni piemontesi sono tantissimi e i cognomi Bertone e Franco sono molto diffusi .
Potresti iniziare consultando i registri dei Comuni dove sono presenti entrambi i cognomi
(incrociando i dati) e man mano tutti gli altri.
Se il risultato fosse negativo, dovresti estendere la ricerca a tutti gli altri Comuni piemontesi.
